The gap

Nobody has to
do anything wrong.

The gap isn't produced by bad decisions. It's produced by subtraction.

01The shape of the problem

Rural homelessness
is single adults.

La Plata County sits in Colorado's Balance of State Continuum of Care — 54 rural and non-metro counties. The regional data says something most people find surprising.

Roughly two out of every three people counted had no shelter at all. Not a bed in a crowded room — nothing.

Treat these numbers as a floor, not an estimate.

Point-in-time counts miss people badly in rural areas. Someone sleeping in a vehicle, staying on a friend's couch, or paying for a motel room on a single night in January is difficult or impossible to count. A 2022 community survey estimated more than 400 people unhoused in La Plata County alone. Every figure on this page is the conservative one.

02What exists here

Two doors.
Neither one opens.

People assume a town this size has a thin safety net. It doesn't have a thin one. It has a specific one, built for specific people, and it works reasonably well for them.

Anyone in crisis. 279 guests in 2025, 9,300 nights.
Why it doesn't reach this person
Full nightly, with a standing waiting list. Congregate sleeping costs you the sleep, hygiene and schedule that holding a job requires. The job is the way out.
Status
No room

Espero Apartments

Housing Solutions for the Southwest · 40 units · opened 2021

Built for
Permanent supportive housing. Requires 30% AMI or below, prior homelessness, and a disabling condition.
Why it doesn't reach this person

Status
Ineligible

Vouchers & rapid re-housing

Private rentals with subsidy

Built for
Households moved into private rentals with subsidy.
Why it doesn't reach this person
Requires a landlord willing to take the voucher. In a resort rental market at near-zero vacancy, that landlord is frequently not there.
Status
No landlord

What's absent is as telling as what's present.

No safe-parking program. No transitional micro-unit deployment. No private, lockable place available flexibly outside the commercial motel market. Every asset above is either congregate crisis capacity or permanent housing gated on income and disability status. There is nothing between them.

To be clear about our neighbors

Volunteers of America and Housing Solutions do difficult work well, and their eligibility rules are written by the funding streams that pay for the units — not by them. This is not a criticism of any organization in this county. It's a description of a gap the funding structure creates and nobody is currently positioned to fill.

03The arithmetic of falling out

It's produced
by subtraction.

What 30% of income buys against what rent costs

Cheapest one-bedroom$1,512 / mo
Affordable at living wage$1,248
Affordable at minimum wage$788

There is no full-time hourly job in this county that makes the cheapest one-bedroom affordable by the standard measure. Most people absorb the difference for a while — a second job, a roommate, the credit card. Then the transmission goes, or the hours get cut, and there's no cushion left, because the cushion was spent covering the gap.

What homes cost

Median in-town Durango home, Q1 2026: $940,000. Inflation-adjusted county median rose from $496,000 in 2013 to $675,000 by 2023 — up 36%.

What work pays

Inflation-adjusted average annual wage fell from $56,400 in 2013 to $53,600 in 2023. Real wages are roughly $3,000 lower than a decade ago.

Prices up thirty-six percent. Real wages down five. Same decade, same county.

04Who this is for

The people
the system skips.

Lost a home here

Someone who had a place in La Plata County and lost it — last month or last year. Housing loss is fastest to fix early, and local work history moves you to the front of the line.

Working, or able to

A job and no address — or the job went the same month the housing did. Working, looking for work, or able to work. We don't gate on a pay stub; the intake window exists so you can get back to one.

Outside the categories

Not chronically homeless. No kids in tow. No documented disability. The boxes most programs are built to check — and the people left out when they don't fit.

Ready to stand up

People who don't need rescuing. They need a door, a little time, and the dignity to do the rest themselves.

05If you run something in this town

You're already paying for this.
Just badly.

Housing instability arrives on a business disguised as turnover. The employee who quits with no notice and stops answering the phone often hasn't gone to a competitor — they've gone to a cheaper county. Every replacement costs a posting, a manager's hours, a training curve, and a stretch of degraded service customers notice.

In January 2026 the City of Durango's own housing division named affordability the single largest structural constraint on the city's economy and workforce stability. That's not an advocacy position — it's the municipality's assessment of its own economy.

A door is retention infrastructure.

Keeping one working person housed through a bad six months isn't charity aimed at a stranger. It's the labor pool your business draws from, funded before the loss instead of absorbed after it.

A door costs less
than a crisis.
